Filipinos learn English inevitably as English is the second language of the country. Everything is in English from newspapers to magazines to textbooks in Elementary to College/University. English songs are also usually being played on the radio.
As for foreign students, it may also be the same case. They can learn a lot just by reading signs and magazines as they are all in English. The best way of learning English, of course, would be by conversing with Filipinos in English.
The most popular English test here is the IELTS (International English Language Testing System) especially for the professionals who would like to study or work abroad.
I think the weak point of the foreign students studying English in the country is that they focus on learning and perfecting grammar and fail to enhance their English communication skills. They eventually end up very good in grammar, reading, and writing but once they talk in English, they could not express themselves or their ideas. They fail in spontaneous conversation with other people.
