In Mexico, motivation to study and learn English is very strong. Crossing the border to the USA is probably the most common reason people desire to know this language.


In middle school, grades 7, 8 and 9 it is an official academic school subject. The method of teaching is focused mostly on communication and students that are quick to learn have a great opportunity to get jobs around the tourism industry which is strongly promoted by the government.


Adult learners have many choices of popular face to face commercial courses and although most adult learners prefer the face to face courses, slowly some online courses have also appeared. Many US and Canadian native speakers come to Mexico to teach these popular face to face courses.


Also, many employers hire native speaking instructors to teach their employees. The job market demands English for many positions and passing the TOEIC test is a popular way to prove proficiency. Conversational skills and industry specific proficiency is highly valued in the job market.


The best point in favor of the Mexican student is its motivation to speak the language. Most students will try out their skills with tourists on the street.


The down side is that Mexican students either lack the financial support or the motivation to pursue extended term learning, so once they have passed the test or gotten the job or promotion they wanted, most won't continue to further their skills.
